Quickly retrieve single value at passed column and index

Parameters:

Parameters:	index : row label col : column label takeable : interpret the index/col as indexers, default False
Returns:	value : scalar value

index : row label

col : column label

takeable : interpret the index/col as indexers, default False

Returns:

value : scalar value
