Cast to datetimeindex of timestamps, at beginning of period

Parameters:	freq : string, default frequency of PeriodIndex Desired frequency how : {‘s’, ‘e’, ‘start’, ‘end’} Convention for converting period to timestamp; start of period vs. end
Returns:	ts : Series with DatetimeIndex
